When a SWMS is legally required

WorkSafe Victoria requires a SWMS before high-risk construction work begins. Examples can include construction work involving a fall risk of more than two metres, confined spaces, asbestos disturbance, certain powered mobile plant environments or work near specified services.

Some cleaning performed as part of construction or post-construction activity may meet those definitions. The classification depends on the actual task and setting—not simply the fact that a cleaner is working commercially.

Routine cleaning needs proportionate controls

For ordinary office, retail or hospitality cleaning, a SWMS may not be the correct document. Relevant controls can instead include safe-work procedures, product instructions, safety data sheets, manual-handling methods, equipment training and site induction information.

Adding a SWMS to every low-risk task can create paperwork without improving safety. The better approach is to identify the hazards and use the document and controls suited to the work.

Confirm site-specific hazards before starting

Clients should tell the cleaner about restricted areas, access rules and known site hazards. The cleaner should confirm the equipment and methods proposed and raise any task that requires specialist access, licensing or additional planning.

If the work changes, the risk controls should be reviewed. A routine service should not quietly expand into high-risk work without the right assessment and authorisation.

A simple decision path before work begins

  1. Describe the actual cleaning task and where it will occur.
  2. Decide whether the task is construction work and whether it falls within a high-risk construction-work category.
  3. If it does, prepare the required task-specific SWMS before the work starts and ensure the work follows it.
  4. If it does not, use the procedures, training, product information, equipment controls and site induction appropriate to the hazards.
  5. Stop and reassess if the task, site or access method changes.
